Where is the largest community engagement team?

At the Australian Facilitators Network Conference in Bathurst, I met Mary Hay who works as one of twelve community engagement practitioners in the Capital Development Department of Christchurch City Council. These are the people who support the capital works program. That’s right, you read correctly 12, twelve, 12!! The council provides services for a population of 400,000. I wonder if there are any larger teams in other local councils, state agencies? Email me if you know of a larger team. I know quantity does not always imply quality but it certainly implies commitment.
